2.6.2 Management/Staff Working Groups
These are internal, cross-functional teams formed at the management or staff level to address specific operational needs, technical issues, or to drive particular initiatives. They are often project-based or time-bound but can also be standing groups for ongoing functions.
• Purpose: To foster inter-departmental collaboration, harness specialized expertise, solve complex operational challenges, and develop detailed technical guidance or implementation plans.
• Characteristics:
• Membership: Composed of relevant staff from different departments, led by a designated manager.
• Terms of Reference (TOR): Each Working Group has a clear TOR outlining its purpose, objectives, scope, duration (if applicable), deliverables, and reporting lines to the Executive Management Team (EMT).
• Reporting: Report to the EMT or a designated Head of Department.
• Examples of Management/Staff Working Groups for DSGII:
• Disaster Resilience Technical Working Group (TWG):
• Composition: Program Managers for Community Resilience and Sustainable Livelihoods, MEL Officers, Field Officers, and potentially external DRRM/CCA specialists.
• Focus: Develop technical guidelines for DRRM/CCA interventions, review emergency response protocols, assess new technologies for early warning systems, and ensure integration of climate resilience across programs.
• Livelihoods Value Chain Development Group:
• Composition: Program Manager for Sustainable Livelihoods, Livelihood Specialists, Finance Officer (for market linkages/microfinance), and MEL Officer.
• Focus: Research and identify viable livelihood opportunities in the Ilocos Region, develop value chain strategies, identify market partners, and monitor the economic impact of livelihood interventions.
• Gender and Inclusion Task Force:
• Composition: Program Manager for Youth & Women Empowerment, HR Officer, MEL Officer, and selected Field Officers.
• Focus: Develop and review gender equality and social inclusion (GESI) policies and mainstreaming strategies; ensure programs are inclusive and equitable; provide guidance on participatory approaches for marginalized groups.
• Information & Data Management Working Group:
• Composition: Head of MEL, MEL Officers, Head of Finance & Admin (for IT/systems), and representatives from each Program Team.
• Focus: Standardize data collection tools and protocols; ensure data security and privacy; manage the organization’s information systems and databases; facilitate data-driven decision-making and learning.
